
Timothy Brennan
President
Timothy Brennan is President of the Center for Procurement Advocacy (CPA), where he leads advocacy efforts focused on improving federal acquisition policy, strengthening the defense industrial base, advancing technology modernization, and promoting effective government-industry partnerships.
Prior to joining CPA, Brennan served as Vice President for Government Relations and Technology Policy at the Professional Services Council (PSC), representing leading federal contractors on issues including acquisition reform, cybersecurity, supply chain security, commercial technology adoption, cloud computing, artificial intelligence, and the annual National Defense Authorization Act (NDAA). In this role, he worked extensively with Congress, executive branch agencies, and industry leaders to develop and advance policies that improve government mission outcomes while fostering innovation and competition.
Before joining PSC, Brennan served as Staff Director for both the Subcommittee on Technology Modernization and the Subcommittee on Oversight and Investigations of the House Committee on Veterans’ Affairs under Chairman Mark Takano. There, he led oversight of the Department of Veterans Affairs’ technology modernization efforts, acquisition programs, cybersecurity initiatives, and major IT investments.
Brennan also completed two separate details to the Senate Homeland Security and Governmental Affairs Committee, including service as a Brookings Institution Legislative Fellow. During his time with the Committee, he supported oversight of federal spending, acquisition programs, financial management, and government operations under the leadership of Senator Claire McCaskill.
Earlier in his career, Brennan spent more than a decade at the National Institute of Standards and Technology (NIST), serving as Homeland Security Standards Program Manager and Contracting Officer’s Representative (COR III). He led initiatives focused on homeland security technologies, standards development, first responder capabilities, and interagency collaboration across the federal government.
His professional experience also includes positions in both the public and private sectors, including work with ACS Defense, Lockheed Martin, Booz Allen Hamilton, and Excella Consulting supporting programs across the Department of Defense, Department of Homeland Security, and Department of Justice.
A recognized expert in federal acquisition, procurement policy, technology modernization, and congressional oversight, Brennan regularly advises policymakers, federal agencies, and industry executives on emerging acquisition and technology challenges.
Brennan is a graduate of the Virginia Military Institute, where he earned a degree in Economics and Business. He resides in Maryland with his wife and two sons.
